The City of Billings, Yellowstone County, and the Billings-Yellowstone County Metropolitan Planning Organization (MPO) are updating the 2006 Billings Heights Neighborhood Plan to help guide continued development in the Heights over the next 20 years.

Project Goals
With continued growth of the Billings Heights, it’s important to have a clear vision for future development, and a roadmap for getting there! The updated plan aims to:
- Summarize existing conditions and identify areas of predicted growth in the Billings Heights over the next 20 years.
- Identify additional housing and economic development opportunities.
- Highlight transportation deficiencies and recommendations for future improvements.
- Provide goals and implementation strategies that align with Montana Land Use Planning Act requirements.

Join us for an open house on Thursday, April 9, from 5-7 p.m., at Oasis Water Park to review the 2026 Heights Neighborhood Plan draft and share your thoughts about the future vision for the Billings Heights.
Public and community engagement comments plays an important role in making sure the updated Plan reflects the needs and values of those who live, work, and play in the Billings Heights!
