The City of Billings is funding the update to the Heights Neighborhood Plan with assistance from the Billings-Yellowstone County Metropolitan Planning Organization (MPO). The MPO will help fund the transportation analysis portion of this project. 

As the Billings Heights continues to grow, it’s important to have a roadmap for future land use and transportation planning that not only relies on technical data but also considers the needs of those who live, work, and spend time in the community. The updated Heights Neighborhood Plan will provide city and county agencies with a tool for making practical, informed decisions about the future of the Billings Heights that considers past, current, and anticipated trends. It will also guide future zoning considerations as mandated by the Montana Land Use Planning Act.  

We encourage you to share your thoughts and ideas about the future of the Heights by:
