The City of Billings, Yellowstone County, and the Billings-Yellowstone County Metropolitan Planning Organization (MPO) are updating the 2006 Billings Heights Neighborhood Plan to help guide continued development and create a vision for future land use considerations in the Heights over the next 20 years.

In order to reflect the needs of the community, the updated Heights Neighborhood Plan must include perspectives from those who live, work, and play in the Heights -- this is where YOU come in!
We are currently collecting community input to guide the development of the new Heights Neighborhood Plan. Comments will be accepted through October 25. After that, the project team will start analyzing and compiling feedback, conducting further research, and drafting the planning document.
A second open house is tentatively planned for the winter of 2024/2025 to share what we heard from the community and summarize potential recommendations.
PLEASE NOTE: The Heights Neighborhood Plan is not an infrastructure project with detailed plans for development. Rather, it is a "big picture" road map to provide recommendations for future land use and development considerations in the Heights over the next 20 years.
