The City of Billings, Yellowstone County, and the Billings-Yellowstone County Metropolitan Planning Organization (MPO) are updating the 2006 Billings Heights Neighborhood Plan to help guide continued development and create a vision for future land use considerations in the Heights over the next 20 years.

We recently wrapped up the public engagement kick-off phase of this urban planning project which involved collecting feedback from the community to make sure the 2025 Heights Neighborhood Plan reflects the needs and desires of those who live, work, and play in the Billings Heights.
The planning team is compiling and analyzing that feedback, identifying current and future trends, and has begun drafting the updated Plan.
